O que significa é que se o atual governo não aceitar o caça escolhido pela FAB, não tem problema, no prox. gov. será um dialogo que começará do zero e que não terá rabo preço com a FR.
Ou alguém com sanidade acha q. o PT se manterá no Gov. ?

Quem deve estar com pressa de anunciar o nova caça da FAB é o gov. e não a FAB.

Jin, se me permite lembrá-lo, a expressão "F-5 e AMX operar até 2025" deve ser interpretada como sendo algumas poucas células chegando até esta data e não todas como você sugeriu em seu post. A anúncio do FX-2.x deve ser o mais breve possível, pois ele será o substituto natural dos F-5 e A-1 que serão retirados de serviço, o objetivo (planejamento) é que até 2030 (aproximadamente) todos os F-5 e A-1 já estejam substituídos pelos FX-2.x.

Cabe lembrá-lo também que PT ou outro partido qualquer não tem ligação alguma com a compra de novos caças, não sei se você se esqueceu que a END é um documento de Estado e não de governo, e que já foi aprovada e homologada, restando apenas alguns pontos que precisam da aprovação do Congresso, pois se faz necessário alterações nas leis, o resto já foi, com FFAA e futuros governos gostando ou não.

E por fim, não tem este papo de "a FAB não deve estar nem ai pra o que ele (NJ) fala", não se esqueça que por força da lei e da hierarquia vigente neste País as FFAA estão subordinadas ao ministro da defesa, seja ele qual for. Não importa o pensamento comum, não me importa se é certo ou errado tal coisa, devemos nos espelhar "no que vale" e não "no que achamos ser o certo". Assim sendo, pelo o que vale hoje, no lugar da FAB, me preocuparia e muito com esta declaração.

Alguém duvida que a TAB será a última Força Aérea do planeta a operar o F-5 daqui a poucos anos ???

Vejam se estou errado:

Uma coisa é o Comando da Aeronáutica e o governo ter a prerrogativa de alterar e até cancelar o processo, outra é que isso vá realmente ocorrer.
Por enquanto, pelo que se sabe, o processo continua conforme previsto.

Lockheed agreed to pay criminal and civil fines after pleading guilty to violating the Foreign Corrupt Practices Act, 5 U.S.C. §§ 78dd-1, et seq., by paying a consultant from a funding source that disallowed it. “The case focused on the 1989 contract between Lockheed and Egypt calling for the sale of three C-130 aircraft for approximately $79 million. The investigation uncovered payments by Lockheed to its Egyptian consultant, Dr. Leila Takla, in exchange for her assistance in making the sale. “In October 1997, two reactor operators at the Advanced Test Reactor Critical Facility in Idaho falsified records to indicate that the required testing of reactor safety systems had been performed, when in fact it had not. Additionally, the reactor supervisor, upon discovering that such testing had not been performed, failed to notify management representatives of the problem. The safety systems involved are relied on to automatically shutdown the reactor in an emergency. This enforcement action includes a $55,000 fine. On October 29, 2004, the U.S. District Court in Idaho issued a decision upholding the termination for default of Lockheed’s Pit 9 contract and rejecting the Corporation’s counterclaims. "The court concluded that the Corporation must repay $54 million in progress payments, plus interest, and pay approximately $12 million in decontamination and decommissioning costs." The lawsuit stemmed from a fixed-price contract that was awarded in 1994 for the design, construction and testing of remediation facilities and the remediation of waste found in Pit 9 at the Idaho National Engineering and Environmental Laboratory reservation. The Federal Aviation Administration announced it withheld $3 million in payments to Flight Service Station contractor Lockheed Martin in the first quarter because of poor performance under a contract to provide preflight briefings to small plane pilots. Lockheed took over the 58 FSS facilities under a $1.7 billion contract in October 2005. Since the beginning of 2007, pilots have complained about being on hold for extended times while waiting for preflight briefings on weather and other flight conditions. The Federal Election Commission imposed a civil penalty of $27,000 on Lockheed Martin Employee’s PAC for failing to accurately account for and report disbursements and failing to disclose receipts. The committee failed to accurately disclose operating expenditures as a result of an embezzlement scheme perpetrated by Kenneth Phelps, a deputy manager and treasurer for the PAC. Phelps pleaded guilty in July 2007 to wire fraud and making false statements to the FEC. He admitted that from about January 2002 until December 2003, he took approximately $160,000 in Lockheed PAC checks and wrote the checks to himself instead of to federal political candidates or campaigns and deposited those checks into his personal bank account. Lockheed Martin announced it would refund the Department of Defense roughly $265 million for inadvertently overbilling on the F-35 Joint Strike Fighter development program. Lockheed Martin discovered an accounting error during a routine audit earlier that week and immediately notified the government. Lockheed Martin Corp. paid $2.5 million to settle a discrimination and retaliation lawsuit filed by former employee Charles Daniels, who alleged he was harassed because of his race and received death threats after filing complaints. According to the U.S. Equal Employment Opportunity Commission, Daniels was "subjected to a racially hostile work environment at several job sites nationwide." Hughes Electronics Corp. and Boeing resolved civil charges of violating the Arms Export Control Act, agreeing to a $32 million settlement. The charges involved the transfer of rocket data to China in 1995 and 1996 by Hughes Space & Communications, which Hughes Electronics sold to Boeing in October 2000. Of the $32 million fine, $12 million was suspended "on the condition that over a five-year period, Boeing will apply $6 million and Hughes will apply $2 million to offset the costs associated with remedial compliance measures required in the consent agreement." On May 15, 2006, Boeing and the U.S. Attorney’s Office “reached a tentative agreement in the investigation by the United States Attorney’s Office for the Eastern District of Virginia concerning Boeing's hiring of former Air Force acquisition official Darleen Druyun in 2002 and the investigation by the United States Attorney’s Office for the Central District of California regarding possession of a competitor's information in connection with launch service contracts with the Air Force under the Evolved Expendable Launch Vehicle Program and with a task order with NASA for 19 missions under its launch services contract…Under the proposed agreement, Boeing will pay a total of $615 million. 23. ICO Global Telecommunications v. Boeing (Breach of Contract)
: ICO Global Telecommunications sued Boeing Company and Boeing Satellite Systems International (BSSI) in Los Angeles County Superior Court alleging breach of contract and fraud involving a failed decade-old plan to launch a network of satellites that would transmit mobile services. ICO contracted with Hughes Electronics Corp. (acquired by Boeing in 2000) to build and launch the satellite system. Only two of the satellites were ever finished. One was destroyed during launch, and the other, which made it into orbit, is of little use without the 10 others which remain unfinished. ICO contends Boeing made matters worse after it bought Hughes by demanding an additional $400 million to finish the job and getting into the satellite-based communications business itself, thus becoming a direct competitor of ICO. Boeing originally sued ICO in 2004 after ICO terminated the contract. In October 2008, the jury found BSSI liable and awarded ICO $279 million for breach of contract and fraud with regard to satellite pricing and $91.6 million for fraud with regard to launches. 25. Arms Export Control Act Violation (QRS-11 Gyrochip)
Boeing paid a $15 million fine for a violation of the Arms Export Control Act involving unlicensed foreign sales of commercial airplanes containing the QRS-11 gyrochip (gyroscopic microchip), a component that has military applications. The State Department also imposed additional oversight and compliance requirements on Boeing because of three previous export violations (see Boeing instances “Arms Export Control Act Violation (Transfer of Rocket Data to China),” “Defense Services to Russia and Elsewhere (Arms Export Control Act Violation),” and “Wedgetail Project (Arms Export Control Act Violation)”). The Federal Aviation Administration proposed civil penalties against Boeing Commercial Airplane Group for not reporting quality control problems with its aircraft in 1997 and 1998. Caros foristas,

1. A Aeronáutica sempre considerou que o Programa F-X não foi cancelado, e sim, apenas adiado. Desta forma, os estudos para a aquisição de aeronaves de superioridade aérea nunca foram encerrados.
2. O cronograma do Programa, quando relançado oficialmente como F-X2, por meio de uma Diretriz do Cmt. da Aeronáutica, está sendo fielmente cumprido, com exceção da data de entrega das “Ofertas”, que passou do dia 02 de janeiro para 02 de fevereiro.
3. A data de anúncio da decisão seria, inicialmente, o dia 22 de abril de 2009, Dia da Aviação de Caça. Com o adiamento, ficou para junho.
4. A data de entrega das primeiras aeronaves, prevista para 2014, está condicionada à previsão de final de vida em serviço das aeronaves Mirage 2000. Não ao cronograma de desenvolvimento de qualquer aeronave.
5. Nunca existiu nos RFP aprovados a exigência de um caça de 5 geração.
6. O RFI, como o seu nome em Português indica, “Pedido de Informação”, não informa às indústrias qual são os RTLI da Aeronáutica. É um documento simples, de poucas páginas. O RTLI do FX-2 tem quase 200 páginas.
Realmente, a empresa que participou do Programa F-X1 tem uma boa noção do que está sendo pedido.
7. A END não indica que a Aeronáutica deva adquirir (comprar ou produzir) aeronaves de 5 geração na atual fase. A Aeronáutica trabalha com o horizonte de tratar desse programa em 2025.
8. A Aeronáutica não tem obrigação de comunicar ao ministro Mangabeira, Itamarati ou mesmo ao presidente da república, qualquer ato praticado no âmbito do Programa F-X2, simplesmente porque isso cabe ao MD. Caso o fizesse, seria uma quebra da cadeia hierárquica.
9. Todas as aeronaves que constam da “short list” demonstraram que estão em condições de iniciar suas entregas em 2014.
10. O fato de uma aeronave não ter vencido uma licitação em um, dois ou mesmo em nenhum país, não tem nenhum significado. A aeronáutica acredita que o Rafale, mesmo não tendo tido sucesso de venda em nenhum país do mundo, é uma excelente aeronave e que atende a todos os seus requisitos.
11. É uma rotina a aquisição de aeronaves ainda não completamente desenvolvidas, ou mesmo ainda na sua fase de definição. No próprio país, junto à sua indústria é uma regra. A Aeronáutica adquiriu da Embraer aeronaves ainda “no papel” durante toda a sua existência. Vide Tucano, Super-Tucano, etc. e agora está entrando no Programa C-390.
O que importa são as evidências demonstradas de que a empresa fornecedora possui todos os meios tecnológicos e econômicos para produzi-los.
No caso atual, a Aeronáutica possui elementos de que as três “shorlistadas” tem condições de iniciar a entrega das aeronaves em 2014, e irá aprofundar seus estudos durante esta fase de avaliação.
12. Para os que não conhecem a rotina militar: A Aeronáutica, e em especial o Brigadeiro Saito, nunca, digo nunca, cometeria nenhuma ação intencional de quebra de hierarquia em um assunto tão sério e importante para a sua força, como é o Programa F-X2.
13. Para os que não conhecem o ministro Jobim: O senhor Nelson Jobim nunca aceitaria passivamente uma quebra de hierarquia em uma força subordinada, em especial em um assunto tão importante com é o Programa F-X2.
14. E para os que desconhecem o funcionamento da Aeronáutica: A organização encarregada para o gerenciamento do Programa F-X2, o SDDP, não cria, não substitui nem altera requisitos. Muito menos altera cronograma. Isso é função do EMAER.
15. Finalmente, a tarefa da equipe de avaliação que está atualmente trabalhando na análise das Ofertas, é a de indicar a melhor aeronave para atender a Força Aérea Brasileira, com todas as suas peculiaridades operacionais e logísticas, dentro do ambiente econômico e tecnológico e industrial do Brasil. O fator político e geopolítico ficará a cargo dos escalões superiores.

Seus argumentos são muito mais convincentes do que as viagens que traçamos em nossas cabeças todos os dias aqui no DB. Se o NJ jantar em um restaurante e pedir caipirinha de vodka, os debistas logo pensam que isso é um recado para o Tio Sam... Se ele aluga um pornô sueco dá sinais claros de preferência pelo Gripen. Se deixa de tomar banho por um, dois dias é porque está com os franceses...
