Israel worried about possible German sub sale to Egypt

Israel is increasingly concerned that Germany might sell Dolphin-class submarines to Egypt, top defense and political officials told The Jerusalem Post on Tuesday.

Cairo, officials said, has opened talks with Berlin aimed at having the Egyptian navy purchase several Dolphin-class submarines, regarded as one of the top diesel-powered submarines in the world.

Egypt is apparently interested in upgrading its aging submarine fleet, though officials regard it as strange that Cairo is looking to buy exactly the same submarine that Israel operates.

Israel currently operates three Dolphin-class submarines made in Germany. The construction of two more submarines - ordered following the Second Lebanon War in 2006 - is scheduled to be completed by 2010.

According to foreign media reports, Israel's submarines are capable of launching a "second strike" in the event of a nuclear attack against Israel.

The Dolphin-class submarines are the most expensive platforms in the IDF's arsenal. Germany donated the first two submarines to Israel as a gift after the first Gulf War, and split the cost of the third.

The three submarines in the Israeli fleet work on a diesel-electric propulsion system that requires them to surface after relatively short periods underwater to recharge the batteries that keep them running when submerged.

The two Israeli submarines under construction will be fitted with a new German technology that combines a conventional system of a diesel generator with a lead acid battery, and an air-independent propulsion (AIP) system, used for silent slow cruising, with a fuel cell equipped with oxygen and hydrogen storage.

Defense officials said they were concerned by Egypt's request to purchase the German submarines.

Egypt's navy has a larger fleet than Israel, including a number of large frigates and four Soviet-made Romeo-class submarines.

Likud MK Yuval Steinitz, a former chairman of the Knesset Foreign Affairs and Defense Committee, said that if the deal went through, the balance of power in the Middle East would be affected.

With the new submarines, Egypt would be able to covertly collect intelligence against Israel, he said.

"The Egyptian fleet is already three times bigger than the Israeli fleet except for one platform - submarines - which we both have approximately the same number of, although ours are clearly more advanced and efficient," he said. "If such a deal takes place, this will have a real impact on the sea power in the Mediterranean."

Steinitz said the German Dolphin-class submarine was one of the best in the world and would give the Egyptians the ability to close major ports and sea routes.

"It is also almost impossible to prevent an attack from a submarine," he said.

Keel Laid for First Egyptian Navy Fast Missile Craft

(Source: US Navy; issued April 8, 2010)

WASHINGTON --- The keel for the first Egyptian Navy Fast Missile Craft (FMC) was authenticated April 7 during a ceremony at VT Halter Marine shipyard in Pascagoula, Miss.

Adm. Gary Roughead, chief of naval operations, and Vice Adm. Mohab Mameesh, commander-in-chief of the Egyptian Navy, delivered remarks highlighting the continued cooperation between both navies.

Authenticating the keel on behalf of the Egyptian Navy, Mameesh verified that it was truly and fairly laid.

The Egyptian FMC program is being managed as a foreign military sale by the Auxiliary Ships, Small Boats and Craft Program Office (PMS 325) in the U.S. Navy's Program Executive Office (PEO) Ships.

"Our foreign partners rely on PEO Ships' expertise in ship design and acquisition," said Frank McCarthey, PMS 325 program manager. "Since the beginning of this year, PEO Ships has delivered more than 30 boats and combatant craft to allied navies and coast guards."

VT Halter Marine started fabrication of the first craft, Nov. 30, 2009, in a newly constructed fabrication facility at their Pascagoula shipyard. The keel laying for the first craft represents the official unveiling of the new facility, which will allow the shipyard to perform 75-80 percent of production work indoors. Production of the first craft is progressing on schedule, and the ship is expected to join the Egyptian fleet in 2012.

The primary mission of the FMC is to conduct independent and joint operations, primarily against armed surface adversaries. The Egyptian Navy has a requirement for a ship with the capabilities of an FMC to combat these threats and to patrol and defend its coastal waterways of the Red Sea, Mediterranean Sea and, in particular, the Suez Canal.

Each 63-meter craft will carry a 76mm Super Rapid Gun, Harpoon Block II missiles, MK49 Rolling Airframe Missiles and the Close-In Weapon System (CIWS) Block 1B. These high-speed, agile ships will reach speeds of greater than 34 knots, provide berthing for a crew of up to 40 sailors and will be able to operate up to eight days independently at sea.

Egypt signed an FMC case for the purchase of three FMCs in September 2004. After extensive functional design and long lead item procurement and design efforts, the construction contract was placed with VT Halter Marine in September 2008. A fourth vessel was requested by the Egyptian Navy and was put under contract in March 2010.

PEO Ships will continue to assist with acquisition and oversight efforts throughout the construction process and will provide follow-on technical and training support to the Egyptian Navy upon delivery of the vessels.

PEO Ships is currently managing the design and construction of all U.S. Navy surface ships and a wide range of small boats and craft for U.S. agencies and allied nations. Since its creation in November 2002, PEO Ships has delivered 38 major warships and hundreds of small boats and craft from more than 20 shipyards and boat builders across the United States.

Egypt delegation will come to Moscow to discuss buying Russian hardware from Mistral

MOSCOW, October 17. /TASS/. Egypt's delegation will come to Moscow after October 20 to discuss possible supplies to that country of Russian hardware of the Mistral-class helicopter carriers, a source at the military-technical cooperation sphere told TASS on Saturday.

"After the 20th, in about a week, a delegation from Egypt will come to us to discuss possible supplies of certain blocks of radio-electronic equipment for the Mistrals, which Egypt has bought from France," the source said.

The source said the Russian military equipment export authority, Rosoboronexport, had a meeting, devoted to further use of the equipment.

Egypt signed a contract on two Mistral-class helicopter carriers on October 10. The vessels may be supplied to Egypt in summer, 2016 along with storm boats.

The 1.12 billion-euro contract for the construction of two Mistral-type helicopter carriers for the Russian Navy was signed in June 2011. Under the contract, Russia was expected to receive the first of the two warships, the Vladivostok, in the autumn of 2014. However, Paris suspended the ship’s handover to Russia at the very last moment over Moscow’s stance on developments in neighbouring Ukraine. It was planned that the second ship dubbed the Sevastopol would be handed over to Russia in the second half of 2015. But the deal was suspended like in the case with the first Mistral ship.

After a long wait, Russia and France in early August reached an agreement to officially cancel the contract. The French government said in a release then, "the President of the Republic believed that it was not wise to increase the threat and to deliver these two ships" in connection with the situation in Ukraine. After the deal cancellation agreement, it was reported that France was selling both of the Mistrals, built for Russia, to Egypt. It paid about 950 million euro back Russia for the dissolution of the contract, with the compensation including Russia’s advance payments totalling almost 900 million euro. "This has covered all of the costs sustained by Russia," the source said.

Under the deal, Russia gets the money and Russian equipment installed on the vessels back, and France will then be able to use the warships at its own discretion. French media earlier reported that Paris paid Russia 949 million euro for the Mistral contract cancelation, and the overall sum of payment exceeded 1 billion euro.

Este infográfico e relativo aos navios em operação. Os classe Mistral ainda estão em negociação e ainda não receberam o pavilhão da gloriosa Marinha egípcia.
