The Republic of Singapore Navy's (RSN) third frigate, RSS Steadfast, was launched on 28 Jan 2005, by Mrs Tony Tan Keng Yam, wife of Deputy Prime Minister and Co-ordinating Minister for Security and Defence Dr Tony Tan Keng Yam, at Singapore Technologies Marine yard. DPM Tan officiated at the launching ceremony.

The launch of RSS Steadfast, the second locally built frigate, is an important milestone in the RSN’s frigate programme. The RSN’s stealth frigates will be equipped with advanced sensor and weapon systems, and have enhanced anti-air, anti-surface and anti-submarine warfare capabilities.

When the RSN’s frigates come into service from 2007 onwards, the Navy’s ability to undertake a wider spectrum of missions and carry out its missions of defending Singapore and its vital Sea Lines of Communications (SLOCs) will be enhanced.

The ceremony was witnessed by Minister for Defence Teo Chee Hean, MINDEF and SAF officials.

The Republic of Singapore Navy's (RSN) fourth frigate, RSS Tenacious was launched on 15 July 2005, by Mrs Lalitha Jayakumar, wife of Deputy Prime Minister and Minister for Law, Prof S. Jayakumar, at Singapore Technologies Marine yard. Prof Jayakumar officiated at the launching ceremony.

The launch of RSS Tenacious marks another milestone for the Formidable-class frigate programme. She is the third frigate to be built locally. In the next phase, RSS Tenacious will undergo harbour and sea trials.

The RSN stealth frigates’ sophisticated sensor and weapon systems are concurrently undergoing shore-based integration testing while the ships are being built. This will mean significant time savings. With their enhanced anti-air, anti-surface and anti-submarine warfare capabilities, the frigates will enable the RSN to undertake a wide spectrum of missions and more effectively carry out its mission of defending Singapore and its vital Sea Lines of Communications (SLOCs).

Minister for Manpower and Acting Minister for Defence, Dr Ng Eng Hen, and other senior MINDEF and SAF officials were also present at the launch.


BACKGROUND NOTES:

--In March 2000, MINDEF signed a contract with Direction des Constructions Navales (DCN) of France for the construction of six frigates for the Republic of Singapore Navy (RSN). DCN had designed and built the French Navy’s low signature La Fayette-class frigates. Under the technology transfer arrangement, DCN designed and built the first ship while the other five are built locally by Singapore Technologies Marine. These Formidable-class frigates will replace the RSN’s Missile Gunboats, which would have been in service for more than 25 years.

--The new frigates are highly capable warships. They are stealthy and equipped with advanced combat systems. They also have longer endurance, being able to stay at sea for longer periods. Each frigate is designed to carry a medium-class helicopter which can complement the ship in Anti-surface and Anti-submarine warfare. By leveraging on a high level of automation and enhanced work processes, each frigate requires a crew of only 71.

--The frigates will be equipped with advanced state-of-the-art combat capabilities allowing them to perform a wide spectrum of missions and to deal with various threats in all dimensions of naval warfare – surface, air and underwater. These systems include the Thales Herakles Multi-function Radar (MFR), the MBDA Aster SAM System, the EDO Active Low Frequency Towed Sonar (ALOFTS) system, the Eurotorp A244S torpedo and the Boeing Harpoon missile system. There is an indigenously developed Combat Management System (CMS) for command and control of the various sensor and weapon systems.

--The platform characteristics, the combat systems configuration and a computer-aided design picture of the RSN’s Formidable-class frigates are detailed in the appendix to this fact sheet.

--The frigate programme is progressing smoothly. All six frigates are in various stages of construction. Three have already been launched and are now in the final phases of construction.

--In tandem with the frigates’ construction, the combat system integration effort has also gradually intensified over the course of this year. The Shore Based Integration Centre (SBIC) has been set up in Changi Naval Base to allow the combat system suppliers, using the actual equipment and software, to test and demonstrate the exchange of information over the local area network, which closely replicates the one on the ship. The laboratory environment of the SBIC allows the integration team to run the required sequence of tests and to initiate trouble shooting and rectification measures before testing on board the ship commences.

--The frigates’ systems are also being put through various operational scenarios for extensive testing employing simulators. The shore-based integration testing approach will shorten the time taken for integration and help bring forward the delivery of the frigates by almost a year.

--The frigate programme represents the continuous effort of the RSN to improve its capabilities and enhance the operational effectiveness of the SAF.

Republic of Singapore Navy Turns 40 and Commissions its First Frigate RSS Formidable

The Republic of Singapore Navy (RSN) turns 40 today. In conjunction with the 40th anniversary celebration, the RSN commissioned its first Formidable-Class Stealth Frigate, RSS Formidable, at Changi Naval Base (CNB). Minister for Defence, Mr Teo Chee Hean, officiated at the commissioning ceremony of RSS Formidable.

From its humble beginnings 40 years ago, the RSN has grown to become a balanced Navy with multi-dimensional capabilities: one that is able to meet the demands posed by the widening spectrum of operations, particularly in the areas of Maritime Security and Operations Other Than War. Through the years, the RSN mission has remained unchanged - to ensure the seaward defence of Singapore and to safeguard its sea lines of communication.

The commissioning of RSS Formidable marked a major milestone in the RSN's transformation. The frigates will form the vanguard of the Navy’s capabilities and will be a key node in the Integrated Knowledge-based Command and Control (IKC2) network of the Third Generation SAF. Through advanced combat systems and weaponry, the frigates will increase the RSN's and the SAF's battlespace awareness and enhance the Navy's anti-air, anti-surface and anti-submarine warfare capabilities.

The RSN also launched its 40th Anniversary commemorative book entitled "Onwards and Upwards -- Celebrating 40 years of the Navy" which was signed by the Chief of Navy, Rear-Admiral Ronnie Tay as well as all past Navy Chiefs, including the Minister for Defence, who were present at the ceremony. The book highlights the growth and achievements of the RSN over the last 40 years from its humble beginnings to where it is today. It also touches on the planned future developments of the Navy, and the aspirations of its people.

RSS Formidable, première frégate pour la Marine de Singapour
Construite par la DCN Lorient, lancée le 7 janvier 2004, le RSS Formidable, première frégate d'une série de six destinée à la Marine de Singapour est arrivée à Brest vendredi après-midi au port militaire. Amarrée a l'appontement pétrolier, elle va notamment faire des essais de ravitaillement en carburant avant de reprendre la mer aujourd'hui. Après une série d'essais à la mer, la frégate devrait arriver à Singapour au cours du 2e trimestre 2005. Appartenant au programme Delta, dérivé du type La Fayette français, les six frégates dont le contrat a été attribué à la DCN en mars 2002, font l'objet d'un transfert de technologie. La première frégate est construite en France, les cinq suivantes sont construites à Jurong par Singapour Technologies Marine.

De formes furtives, elles remplaceront d'ici 2009 les six patrouilleurs de type Sea Wolf. Longue de 120 mètres, déplaçant 3 700 tonnes pleine charge, le RSS Formidable sera notamment équipé de missiles à décollage vertical Aster (antimissile), ainsi que du missile anti navire de surface à surface Harpon de Boeing. Elle pourra également mettre en oeuvre un hélicoptère. Un niveau élevé d'automatisation et du système intégré de combat permettra d'avoir un équipage réduit de 80 marins.

Les cinq autres frégates porteront les noms de : Intrépide, Immuablement, Tenacious, Vigoureux, Suprême.

DCNS Delivered Fifth Formidable-Class Frigate to the Republic of Singapore Navy

PARIS --- The 19th October, DCNS delivered RSS Stalwart, the fifth Formidable-class frigate to the Republic of Singapore Navy (RSN). RSS Stalwart will now join the RSN for advanced trials and qualification.

The contract signed in March 2000 by wholly-owned DCNS subsidiary DCN International and the RSN calls for the delivery of six Formidable-class frigates and associated logistic support and technology transfers. The first-of-class RSS Formidable, delivered in July 2005, was designed and built by DCNS's Lorient shipyard. The other five are being built under a major technology transfer programme by local contractor Singapore Technologies Marine at a rate of one ship every five months.

Formidable-class multirole frigates feature improved stealth, high redundancy of equipments, and a level of automation compatible with a complement of just 70. These vessels displace 3,200 tonnes for a length overall of 115 metres. The high-performance combat system enables Formidable-class frigates to undertake anti-air, anti-submarine and anti-surface missions in intense electronic warfare environments using network-centric warfare (NCW) capabilities.

SINGAPORE --- DCNS, a world leader in the design and realisation of advanced naval defence systems, today announced the completion of the New Frigate Programme for the Republic of Singapore Navy (RSN), with the delivery of RSS Supreme (73). This also marks the achievement of a comprehensive technology transfer to Singapore Technologies Marine (ST Marine) at the local shipyard providing turnkey shipbuilding.

In 2000, DCNS was awarded a contract to build six Formidable-Class Frigates as part of the New Frigate Programme, outlined by Singapore’s Ministry of Defence through the Defence and Science Technology Agency (DSTA). As part of this contract, based on its history and experience in building naval defence systems, DCNS focused on ensuring a full technology transfer to ST Marine.

The delivery of RSS Supreme (73) and the technology transfer to ST Marine underscores and cements the commitment of DCNS to enabling the Republic of Singapore Navy to become a world-class defence force. As Europe’s leading naval defence systems provider, DCNS can greatly contribute to governments in the Asia Pacific region that are looking to develop their naval defence systems to address growing security requirements.

The first frigate, RSS Formidable (68), was built at the DCNS shipyard in Lorient, France. The five following frigates were built in Singapore by ST Marine under DCNS supervision.

The completion of the technology transfer is a testimony of the strong partnership between the two companies. “ST Marine is very glad to have had DCNS as a partner in the last eight years to work on the RSN’s New Frigate Programme to replace the Missile Gun Boats. This partnership has culminated in the delivery of a fleet of highly capable frigates to the RSN", said CHANG Cheow Teck, President of ST Marine.

DCNS and ST Marine are thankful to DSTA and the RSN for their strong and continuous support throughout this successful program.

RSS Supreme (73) together with RSS Stalwart (72) are expected to be commissioned in the first quarter of 2009. The first four Formidable-Class Frigates are currently in operation and are already participating in advanced combat exercises with foreign navies, abroad. The 3,200 -tonne, 114 -metre long Formidable-Class Frigates, are regarded as the Singapore navy's most powerful warships.

The design of the Singapore Formidable-class frigates is based on the French Navy’s La Fayette Class Frigate, which boasts significant anti-air, anti-surface and anti-submarine warfare capabilities. The design of the frigates also has effective stealth capabilities, which reduce visibility of the frigates on radar screens, enhancing their survivability during combat.

Formidable-class frigates are also reputed for their advanced electronic systems, capable of preventing modern network-based attacks. These features have enabled the Republic of Singapore Navy to better fulfill its mission of protecting Singapore's coastlines and safeguarding its waters.

DCNS commenced operations in Singapore in 2002 and today has a team of 40 staff based in Singapore, which will continue to provide service and support to the RSN here. Globally, DCNS has the broadest range of naval defence capabilities and services, spanning from warships to nuclear submarines.


The DCNS Group is one of Europe’s leading players on the world market for naval defence systems. To meet customer demands for more comprehensive and integrated systems, DCNS acts as prime contractor for naval shipbuilding, integration and support by combining its own development, marketing and production capabilities with those of selected partners. The DCNS Group employs 13,000 people and generates annual revenues of around EUR 2.8 billion.

ST Marine, the marine arm of ST Engineering, provides turnkey building, repair and conversion services for a wide spectrum of naval and commercial vessels. In shipbuilding, it has the proven capabilities to provide turnkey solutions from concept definition to detailed design, construction, on-board system installation and integration, testing, commissioning to through-life support.

RSN launches its first archer-class submarine


Deputy Prime Minister and Minister for Defence Teo Chee Hean officiated at the launch ceremony of the Republic of Singapore Navy's (RSN) first Archer-class submarine, RSS Archer, at the Kockums Shipyard in Karlskrona, Sweden, on June 16.

The submarine was launched by Mrs Teo Chee Hean. Speaking at the launch, Mr Teo said the RSN's mission is to secure the seaward defence of Singapore and to protect Singapore's Sea Lines of Communication.

The RSN crew members have been training in Sweden for the past two years to operate and maintain these submarines. RSS Archer will undergo sea trials after its launch and is expected to return to Singapore in 2010.

The launch of RSS Archer reflects the deep defence cooperation and longstanding friendship between Singapore and Sweden.

Over the years, Singapore's defence relationship with Sweden has matured to encompass wide-ranging interactions and collaborative projects such as the assistance provided by the Royal Swedish Navy (RSwN) to build up the RSN's mine-countermeasure force and submarine capability.

Singapore Navy Launches Second Archer-Class Submarine

Minister for Education and Second Minister for Defence, Dr Ng Eng Hen, officiated at the launch ceremony of the Republic of Singapore Navy's (RSN) Archer-class submarine RSS Swordsman at the Kockums Shipyard in Karlskrona, Sweden, today. The submarine was launched by Mrs Ivy Ng, wife of Dr Ng. RSS Swordsman was the second of the Archer-class submarines that the RSN acquired from the Royal Swedish Navy (RSwN).

Speaking at the ceremony, Dr Ng highlighted that the launch of RSS Swordsman marked another key milestone in the RSN's drive to develop its submarine capability. "The RSN’s submarines are part of an integrated warfighting system which includes our stealth frigates, naval helicopters, missile corvettes and mine-countermeasure vessels", he said. "Together with the Challenger-class submarines, RSS Archer and RSS Swordsman will enable the RSN to better fulfill its mission of protecting Singapore’s sea lines of communication and territorial integrity." As part of his visit to Karlskrona, Dr Ng also met with Sweden's Defence Minister, Sten Tolgfors, who attended the launch ceremony for RSS Swordsman.

The launch of RSS Swordsman reflects the strong defence partnership and longstanding friendship between Singapore and Sweden. Both countries share a close defence relationship founded on many shared interests, which stretches back to the 1970s. Over the years, Singapore's defence relationship with Sweden has matured to encompass wide-ranging interactions and collaborative projects such as the assistance provided by the RSwN to build the RSN's mine counter-measure force and submarine capability.

Dr Ng earlier visited Stockholm on 18 Oct 2010 to meet with Mr Jan Björklund, Swedish Deputy Prime Minister and Minister for Education, and signed an agreement to encourage further education collaborations between Sweden and Singapore. (ends)
