Os Voyagers britânicos são operados através de um Iniciativa Público-Privada que limita significativamente a sua utilização em operações que não são Revo ou transporte estratégico para as FFAA britânicas. Inclusive, não foram utilizados na evacuação de civis do Sudão no começo do ano.

Os aviões são de propriedade da AirTanker e ela vende serviços para a RAF.
"Q. Is this privatisation of the Royal Air Force?
A. No. RAF pilots will continue to fly the aircraft when in military use and RAF engineering personnel will undertake maintenance activities alongside civilian colleagues on the aircraft. AirTanker will, create new civilian jobs to support its business. "
Quando em uso militar as tripulações são da RAF. Manutenção é feita por pessoal da RAF e civis.
Da frota de 14, 8 aeronaves operam como Revo sob registro militar e 1 aeronave com registro civil opera a ponte aérea RU-Falklands. Essas 9 compõem a "core fleet" permanentemente disponível para a RAF. As outras 5 operam sob esquema de leasing para uso civil, mas podem ser requisitadas pela RAF. While the remaining five aircraft form the’ non-core fleet’ and can be operated within the civil ACMI market, they may be recalled into military service at any time, if required by the MOD."
Entre outras polêmicas, o contrato com a AirTanker é o motivo porque os A-400M da RAF não vão ser configurados como reabastecedores, somente receptores. Se a RAF usar de Revo outro que da Airtanker, a empresa tem direito de exigir compensação financeira da RAF.

Essa parte por se só diz muita coisa: "AirTanker expect to acquire 14".
A própria reportagem que coloquei menciona que era esperado para ano de 2023 chegasse à 14.

A reportagem citada por você apenas diz que em 2023 todas as 14 aeronaves Voyager aparecem em um relatório estatístico de utilização de recursos militares (ONS), devido a utilização mais frequente das 5 aeronaves da chamada frota de reserva. Nada de novo e nada de diferente dos links que eu postei.
Mas meu ponto desde o inicio é: TODAS as 14 aeronaves pertencem a AirTanker. E o contrato com a AirTanker impõe restrições de como e onde as aeronaves podem ser utilizadas pela RAF.
PS: a última das 14 aeronaves foi entregue para a AirTanker em 2016.
